- 1. Purpose. This bulletin provides ordering procedures and
- limitations for civilian agency use of the Air Force Standard
- Multiuser Small Computer Requirements Contract, awarded to AT&T
- Technologies, Incorporated, under contract number F19630-88-D-0005.

- continuing nature. It expires October 31, 1996 (projected date of
- contract completion, if all options are exercised), unless canceled
- before that date.

- 6. Definition. "Agency" means, for purposes of this bulletin, any
- executive department, Government corporation, Government-controlled
- corporation, or other establishment in the executive branch of the
- Government (including the Executive Office of the President), and
- any independent regulatory agency.

- 7. General. On October 28, 1988, the Air Force awarded a contract
- for multiuser small computer systems. This contract is a mandatory
- source for the Air Force, the Defense Logistics Agency, and the
- Defense Communications Agency. It is a nonmandatory source for the
- Army, Navy, Coast Guard, and Federal civilian agencies worldwide,
- provided that their requirements can be satisfied by the systems
- available under the contract. Mandatory users will have first
- priority use of this contract.

- 8. Ordering limitations. This indefinite
- delivery/requirements-type contract was awarded using full and open
- competition procedures. Therefore, civilian agency orders, or an
- intent to place an order, do not need to be synopsized in the
- Commerce Business Daily (see FAR Section 5.202(a)(11)). Since a
- price reasonableness determination was made prior to award, no
- further price analysis is required. When a civilian agency
- determines that its requirements can be satisfied by the Air Force
- contract, it can obtain resources under the contract by using the
- ordering procedures outlined in this bulletin, subject to the
- following limitations:

- a. Total civilian agency usage will not exceed ten percent
- (10%) of the total estimated dollar amount shown on the face of the
- contract.
-
- b. Total civilian orders will be limited to a maximum of 50
- systems per month, unless specific approval is given by the Air
- Force to exceed this figure.
-
- c. Each individual order by a civilian agency will be limited
- to a maximum of $1 million per order.

- d. Agencies will not fragment their total requirements to
- avoid limitations set forth in the contract.

- 9. Available supplies and services. The contract provides for the
- following:
-
- a. Equipment. Multiuser small computer systems (TEMPEST and
- non-TEMPEST), including peripherals, that will concurrently support
- from 2 to 64 users.
-
- b. Maintenance services. A full range of maintenance
- services, including on-site and on-call maintenance with monthly
- and hourly rates which include surcharges.
-
- c. Training. Necessary training, including on-site and
- computer-aided instruction materials.
-
- d. Systems analyst/engineering support. The following support
- services at prices stated in the contract:
-
- (1) Prior to ordering equipment the contractor will
- perform a site visit to provide technical advice pertaining to:
- existing communications; power and environmental aspects of the
- facility; configuration design; preparation of a facility systems
- plan; preparation of a listing of equipment or configurations for
- inclusion in a future delivery order; and preparation of a detailed
- plan of additional work to be performed by the agency to conform to
- the facility systems plan. In accordance with the contract, the
- contractor shall inspect the site no later than 30 calendar days
- from receipt of written notice from the agency that the site
- preparation work is completed.

- (2) After equipment delivery, the contractor will perform
- a post-installation site visit to verify that installation of the
- new system was completed in accordance with the facility systems
- plan and it is operating in accordance with the specifications.
- The contractor will provide a facility systems plan installation
- report to the agency.

- (3) The contractor will provide continued technical
- support pertaining to the performance and functionality of the
- contractor-installed system, as requested by the agency.
-
- e. Software. Use of software ordered through this contract is
- limited to use on equipment purchased under the contract.

- f. Telephone support assistance. The contractor will provide
- telephone support to render advice, assistance, and guidance in the
- use of contractor-provided equipment and software, configuration
- support, and information pertaining to delivery order status.
- Assistance will be available Monday through Friday from 7:00 a.m.
- to 11:00 p.m. (Eastern Standard Time) on the customer assistance
- number, 1-800-DIAL-251. Agencies are encouraged to contact their
- systems administrators with technical questions before calling the
- contractor.

- 10. Instructions for use.
-
- a. Each agency should designate a contracting official as a
- central point-of-contact (POC) for issuing, coordinating and
- managing orders. The agency should notify the GSA-ACOR of the
- POC's current address and telephone number.
-
- b. The agency contracting officer is responsible for ensuring
- that orders placed under the contract are within the scope of the
- Air Force contract, and are in compliance with the contract.
-
- c. Civilian agencies must use the following procedures for
- ordering resources:
-
- (1) Configurations. Individual contract line items may
- be ordered for system expansion and upgrades. However, the minimum
- order for an initial system configuration should consist of the
- following six items:
-
- - CPU,
- - Main memory,
- - System console,
- - Data communication ports,
- - Immediate access storage, and
- - Software.
-
- (2) Tracking order numbers. Prior to submission of an
- order, the agency must contact the GSA-ACOR to obtain a tracking
- order number for all orders placed under the contract. At the time
- of issuance of this number, the agency will provide the GSA-ACOR
- with information on the items to be ordered.

- (3) Order content. Delivery orders placed under this
- contract should contain the following information:

- (i) Date of order;
-
- (ii) Contract number, order number, and a tracking
- order number (assigned by the GSA-ACOR);
-
- (iii) CLIN/Subcontract Line Item Number,
- description, quantity ordered, and contract price;
-
- (iv) The using activity's (agency) desired delivery
- or performance date;
-
- (v) The contract required delivery or performance
- date (agencies should review the contract for delivery terms);
-
- (vi) The contract required place of delivery (FOB
- Destination is stated in the contract) or performance;
-
- (vii) Packaging, packing, and shipping instructions,
- if any;
-
- (viii) Accounting and appropriation data;
-
- (ix) Security clearance requirements, if any, for
- on-call and/or on-site maintenance personnel;
-
- (x) Statement as to whether partial shipments will be
- acceptable;
-
- (xi) Designation of maintenance plan;
-
- (xii) A POC, including phone number, at each
- delivery site to coordinate site preparation, delivery,
- installation, and acceptance testing;
-
- (xiii) Invoicing instructions; and
-
- (xiv) Other pertinent information.

- (4) Submission of orders. Delivery orders will be placed
- against the contract directly with the contractor. Five copies of
- each delivery order will be mailed to the following address:

- 11. Agency forecasts for contract use.
-
- a. Reporting requirement. Civilian agencies are required to
- submit an "Agency Forecast" to the GSA-ACOR. This forecast will
- include the agency's requirements for non-TEMPEST systems (the
- forecast is not required for TEMPEST systems) for the upcoming
- 6-month timeframe, and must be received by the GSA-ACOR at least 60
- days before the first day of the 6-month time period.

- b. Format. In the "Agency Forecast" format as shown below,
- the "month" denotes the time an agency needs an order placed. For
- example, if an agency needs an order placed by December 1, 1990,
- this forecast would have to be received by the GSA-ACOR no later
- than October 1, 1990. Each forecast should be structured in the
- following format:

- 12. Obtaining a copy of the contract. Agencies can obtain a copy
- of the contract, which may subsequently be duplicated for the

- 13. Monitoring contract usage. In order to determine if agencies
- are using the contract within the stated guidance and limitations
- set forth in this bulletin, the GSA-ACOR will:
- a. Monitor ordering activity of civilian agencies through
- information obtained by the GSA-ACOR when an agency requests a
- tracking order number and through reports from the contractor on
- monthly activity by these agencies.
- b. Compare the agencies' forecasts of projected contract
- usage against actual orders placed against the contract.

- 14. Agency responsibilities. Agencies are responsible for:
-
- a. Obtaining a copy of the contract;
-
- b. Reviewing terms and conditions, especially for
- performance, inspection, deliveries, pricing provisions, or other
- special contract requirements;
-
- c. Reviewing details of available resources;
-
- d. Preparing complete and correct delivery orders;
-
- e. Monitoring contractor performance on agency orders and
- reporting to GSA when problems cannot be resolved; and
-
- f. Complying with maximum ordering limitations.

- 15. Cancellation. FIRMR Bulletin 68 is canceled.
